Abstract

The present paper is an attempt to study the factors which hindered the successful implementation and investigates the impact of the scheme on scheduled caste, backward caste and general caste beneficiary households in the rural areas of Punjab. The results revealed that due to a higher incidence of illiteracy and low level of education, the majority of the beneficiary households and panchayat members do not understand the basic provisions of the scheme. There was a little impact on socio-economic conditions because only a few person-days were generated under MGNREGS. Delay was generally caused in the payment of wages to the workers. Despite their entitlement for work under the scheme, these poor households remained at the mercy of panchayat members in this regard due to lack of awareness about the scheme. Lack of sufficient funds and delay in payment of wages were major problems which put a question mark on the scheme itself.
