This research paper has analysed the structure of National Agricultural Research System in India, thus covering wide issues ranging from agriculture R&D expenditure, its broad sectoral division, agriculture R&D intensity at All-India level as well as at state-level to the role of the private sector in research and extension. The findings highlight that during the decade of 1970-71 to 1979-80 the growth rate was the highest 11.04 per cent per annum. The results showed that during the period 2010-11, the two hilly states Himachal Pradesh (`1361.25) and Jammu & Kashmir (`1125.99) revealed the highest expenditure on agriculture research as per hectare whereas Uttar Pradesh (`1.67) and Rajasthan (`34.84) showed very low expenditure on agricultural R&D. The findings indicated there is need to increase the public sector dominates in the agricultural R&D. Therefore the government should emphasise on the improvement of public sector research efficiency.
